You can hire a local freelancer with his / her own equipment and provide him with your script to shoot a footage for you. If planned properly, this can be done on a reasonable budget, since you're only be paying for shooting hours, and all the post production / editing work will be done by us. Assuming that person you've hired is a professional, you can get a good quality footage, shot with a proper exposure in a nice flat log profile, with a good camera.
